Analysis of the letters sent to the administrators Omar in terms of İslamic Law

Omar is a canonist companion (of Prophet Muhammad) served as the state presıdent for 10 years. In terms of Islamic Law, the president has religious and political duties. To protect religious and religious provisions, to make jihad, to make arrangements for spoils and zakat, to closely follow the issues of public order and public interest, to establish justice, the appointment of state officials, administration of state property are among these duties. During the caliphate of Omar, the Islamic geography expanded with conquests and new situations emerged that required judgment. Omar's dutıes as head of state and in the face of new ıssues the provisions he gave were of companions jurisprudence nature. The companions jurisprudence are included in the prımary sources of Islamic Law in the books on the principles of Islamic Law. Omar sent his instructions to the governors by letters through the postal organization he developed. Therefore, the examination of the letters Omar is important in terms of Islamic Law since it will reveal the applıcatıon of the companıons. Our study has shown us that Omar himself is a follower of all kinds of questions about the state administration. He transmitted the necessary instructions to his governors and produced quick and precise solutions to the problems in the Islamic Law department. Throughout our study we have reached a large number of letters attributed to Omar while we examine the history and works of Islamic Law. We have endeavored to take the letters suitable for the review of Islamic jurisprudence. The first part of our study includes general information about Omar's life. In the second part, the letters are grouped under three headings as "Judicial Law", "War Law" and "Administrative Law"; Examined in terms of Islamic law.
