سلطة ولي الأمر في تطبيق العبادات في الفقه الإسلامي

In this research, first of all, the definition of the concept of ruler in Islam, its importance, the necessity of its appointment for the benefit of the public, the bureaucratic offices and departments in the Islamic administrative system were tried to be given information about, then information was given about the nature of worships in Islam and their importance for the Islamic society. According to the four sects with the highest number of adherents in the Islamic world, detailed information about the powers, dispositions and limits of state administrators to make changes regarding these worships has been tried to be presented. In this study, the limits of the powers of the administrators on the four basic worships of Islam, namely prayer, fasting, zakat and hajj, were tried to be drawn by excluding the issues of transactions. An effort has been made to explain the responsibilities of administrators in supervising, encouraging and organizing the implementation of these worships and undertaking the organization of other works such as buildings, institutions and the appointment of administrators necessary for the fulfillment of these worships. It has also attempted to explain the limitations of changes in the implementation of these acts of worship, as well as the reduction of errors and the application of the prescribed penalties for those who refrain from their implementation due to laziness, inaction or non-fulfillment of the obligation. The study concluded with a series of conclusions that highlighted the importance of the role of rulers in the implementation and regulation of worship, the situations and areas in which rulers have the authority to implement them, and the situations in which they have authority in this regard. The limits of the role of the rulers in preventing disputes arising from the lack of authority and differences in the jurisprudence of the jurists of the four madhhabs have been tried to be determined.
