Abstract (EN)
Water resources are one of the leading natural sources to be kept under control for water's effect on life. Whereas the sources of developing cities are threatened to expire as a result of inappropriate ecosystem applications. By the systematic and large scope planing, the influance between parameters and interparameters in watershed ecosystem is examined taking care of the today's and tomorrow's circumstances.. To achive the maximum benefit a serious attention has been given to the coortination between plans in application. Ömerli Wtershed has been chosen as the pilot area.. The research has shown that the reason for watershed pollutionis the complex structure of planing - legislation - management system. The existing situation has been observed by examining the watersheds from all over the world. Some judgements have been made to reform the parts to be asumed as obsticles. According to this, in Türkiye; the aim is the optimisation of water efficiency and to preserve the sources from the preasure of settlers. Watersheds must be put in an autonomous place both in legistaüon and management mechanism. The authority.kaos caused by the legislation and management creates unpleasent results. Management must be under the control of one society. The people who takes benefit of the watershed should also involve in management and be informed to be aware that non has the right to pollute the watershed and who ever pollutes has to pay for it. According to the international applications, the plans are based on the developing scientific datas. Management of the watershed belongs to one community. They are supported in means of authority, legislation and sources. Folk is involved in the management and polluters pay for the harm they cause. A new model for watershed management is offered, considering the existing legislation system, by making some arrangements and additions. The ofered model consists fo the following points; Ministry of Energy and Natural Sources should be the only authority in watershed management. They will take the neccessary data from The Government Organisation of Planing (DPT) and will do the applications using The Government Work of Water (DSİ) and it's opportunities. The model is desighned considering the international applications and Türkiye' s circumstances. Also it is an appropriate model for the constancy of the resources and for solving the problems caused by the planing - legislation and management.
