The subject factor of administrative act

Administration discharges public interest which is its essential goal through administrative act and actions. One of the indispensable requirements of rule of law is that actions and acts of administration are subject to judicial review. The control of compliance with laws of administrative acts is ensured by examining the illegality of acts; authority, form, reason, subject and purpose factors in administrative justice. In this context, the subject of administrative act is the result it will give rise. In the first chapter of this study, the concept of administrative act and features and factors of administrative act were examined in general. In the second chapter, the subject factor of administrative act, illegality in the subject factor and the reflection of discretionary power to the subject factor were presented with views in doctrine and judicial precedents.
