Özet (EN)

One of the milestones of our contemporary history is the re-proclamation of theConstitution in the 1908 Revolution. This development gave rise to an inauguration of theparliament, a differentiation of legislative and executive involvement and also the multi-partyexperience. The questions of the Empire were re-defined in the course of centralization. Whilethe world in 1908 is coming up to the World War at full gallop by patriotic emotions, imperialsplitting the new heirs of the Empire were rushing to save the floating ship.The Young Turks were being aware of the importance of the bureaucracy on theadministration although the supportative might of the army was with them. It was required tocut off all palace connections and the old-fashioned thoughts to actuate the executiveinstrument. In the meantime, the regulations, the nightmares of the officialdoms, were enteredinto force.The regulations were not only symbolized the being discarded of the civil servants, butalso it was used as a reformation of the bureaucratic organizations. However, the reformswere also the excess expenditures. The reason why the Ottoman Empire set behind this radicalreformation period till 1908 was the lack of financial resources. Nevertheless, the newadministrators were not standing on the different financial status, and the State neededemergency reforms to be handled. This piece of work is aimed to answer how and in whatways the administration cope with the emergency reforms.
