Comparative analysis of strategic planning of provincial directorates of national education

The planned process, which is continued in line with the predictions for the future, is now an undeniable fact in all areas of life.This systematic order, which is a neccessity of planned life, is carried out by public administrations with strategic planning. The purpose of the research is to both examine the conformity of the strategic planning of provincial directorates of national education, on which no such study has been done before, to the Strategic Planning Guide For Public Institutions published by the Ministry of Development in 2018 and make a comparative analysis of the contents of the plans. In the method of the research, theoretical information about strategic planning was obtained by scanning the literature.By continuing the literature review, the Turkish Education System was examined and also the strategic planning process of public institutions and provincial directorates of national education, which is one of these institutions, was explained separately.Next, the analysis of the strategic planning of the provincial directorates within the scope of the research was made comparatively.In this study, the population data of the Turkish Statistical Institute (TÜİK) was used and while determining the ten provincial directorates that are included in the research, the sample was provided by determining the provinces with a population between 100.000 and 250.000.Each of the headings under the plans, which were determined to comply with the Strategic Planning Guide For Public Institutions, were examined separately.First, they were analyzed according to the guide.Then, the plans of the directorates were compared.Next, the findings were interpreted. As a result of the research, the first details that stand out in the plans made by the directorates are that they are generally sloopy and non-original. Since many provinces copied the Ministry of National Education Plan in various parts of their planning, they produced non-original studies even though their planning was in line with the guide.In all plans, deficiencies and errors were identified under various headings.While some sections were prepared in accordance with the guide, it was determined that some sections were incompete and incorrect and some other sections were completely copied from the strategic planning of the Ministry of National Education.
