Special provincial administration

As the closest establishments to citizens, local administrations provide swiftness and easiness in presenting lots of services to the public in the present modern state. The importance of local administrations cannot be overlooked besides presenting utilities, regarding the democratization as well.Special Provincial Administration, which is a unit of local administration, has taken an important place in provincial administration since the emergence of Special Provincial Administration Code numbered 5302 in 2005.In this study, Special Provincial Administrations have been examined with all aspects. First of all the basic principles and concepts about local administrations and special administrations have been explained. Then its past historical progress has been dealt with. Finally, Special Provincial Administrations have been tackled within the scope of Code 5302.Through the Special Provincial Administration Code numbered 5302; the establishment, organs, administration, tasks, authorizations, responsibilities, working methods and essentials have been re-organized. This code has also brought many changes for special provincial administrations.As a result, it has been found out that Special Provincial Administration Code numbered 5302 is more effective, more autonomous and more participant than the old code.Key Words: Local Administrations, Special Provincial Administration,
