Perceptions of primary school teachers on the level of legal remedies and accountability

Abstract (EN)

The main objective of this research is; to test the perceptions of teachers on the level of legal remedies and accountability of Bolu province central district primary schools. The core of the study is based on teachers working in primary and secondary schools in the central district of Bolu during the second term of the 2012 - 2013 academic year. The core of the study comprises 35 primary and secondary schools with a total of 1012 primary and secondary school teachers. The 25 primary and secondary schools and 447 primary and secondary school teachers representing the core of the study have been determined using the stratified sampling method. Screening model has been used in this study. The research data collection tool consists of three phases. In phase one a personal information form has been used to obtain personal information about the teacher. In the second phase a scale comprising the sub dimensions of "Teachers' Perceptions of Accountability," Duties and Responsibilities, Communication, Prospects and Obstacles has been developed by the researcher to determine the teacher's perceptions of accountability. In the third phase the dimensions "Our Rights and Responsibilities" and "Our Attitudes of using our Legal Rights" were used by narrowing down the survey on "Legal Remedies situation of Teachers' Against Administration" developed by Şen in (2006). The data were analyzed using the SPSS software package. Data analysis was conducted using percentage, frequency, arithmetic average, standard deviation, Mann-Whitney U test, Kruskal Walles analysis and Spearman's rho correlation analysis. The findings of the research are as follows: When compared to the grand total related to perception of primary and secondary school teachers related to legal remedies the level of the views is "I agree" and related to accountability is "most of the time". The views on legal remedies perceptions of primary and secondary school teachers revealed no significant difference related to the variables; gender, marital status, age and profession, however, in terms of the variable of professional seniority on the dimension of using the rights on the scale of legal remedies and the variable of Union State of the lower level Knowing the Rights it has been observed that there are significant differences. The views on accountability perceptions of primary and secondary school teachers revealed no significant difference related to the variables; marital status, age and union status, however, they did reveal significant differences in terms of other variables. The teacher views showed significant differences in the level of duty, responsibility and expectation with respect to the gender variable; in the levels of duty and responsibilities, expectations and communications with respect to the duty variable. Low level of positive significant relationship has been observed between the views of the teachers related to perception on legal remedies and accountability.
