The working field of the study is composed of the class teachers who work in the 1st stage of the public primary schools in Üsküdar district of Istanbul province in the academic year of 2009?2010 and the sampling of the study is composed of 355 class teachers from the primary schools which are selected by means of the random sampling method from this field.ivThe survey of the opinions of the teachers concerning the application and assessment of the class rules which is developed by the researcher is used as the data collection tool in the study. The data which are obtained from the surveys which are applied to the participants are converted into the numerical form and encoded and transferred into the computer environment. SPSS Windows-15 statistical package program is used in analyzing the data obtained. The collected data are subjected to the statistical processes and converted into diagrams with the help of the SPSS package program. In the analysis of the data; first of all for all of the independent variables, the frequency (N), percent (%), average (X) and standard deviation (SS) values are put forward as the complementary statistics. After that, ?Unrelated Group t Test? is used for the purpose of testing the difference between the dual differences and ?One Way Variant Analysis? (ANOVA) is used for testing the difference between the variables having more than two categories. Following ?One Way Variant Analysis? (ANOVA), the ?Scheffe Test? which is one of the complementary analyses is used for the purpose of determining the source of the difference obtained and the meaningfulness level is accepted as p<0.05.As a result of the study; it is revealed that the teachers who answer the survey mostly make decision with the students in determining the rules and the behaviors of the students in compliance with the rules is the most remarkable subject. At the same time, it is determined that the class teachers take attention for the relevance of the rules with the daily life.Besides, it is seen that it is not behaved rather flexible in applying the rules. It is determined that the teachers do not attach much importance in specifying the rules which could be applied in the class. It is frequently pronounced by the teachers that the consequences will be encountered in case of violation of the rules. Keywords: Class, Rule, Application, Assessment.
