The objective of this research is to identify the opinions of the primary education inspectors, school managers and teachers regarding the primary education 5th class syllabus for Turkish lessons and to compare them according to various variables.The study universe covers the teachers and managers working in the elementary schools in Ankara province and the primary education inspectors working in the Provincial Education Directorate of Ankara. The study sampling consists of the teachers and managers working at the public schools in 8 central districts (Çankaya, Etimesgut, Mamak, Sincan, Yenimahalle, Altındağ, Keçiören, Gölbaşı) of Ankara in the academic year of 2009- 2010 and the primary education inspectors working in the Provincial Education Directorate of Ankara. All of the 175 inspectors included in the universe were reached in the study however only 118 questionnaires had feedback. Questionnaires were applied to 296 teachers and 78 managers in 66 schools identified through simple random sampling. In this way a total of 492 participants were reached in the study.The number of items in the data measurement tool, which was 105 as developed by the researcher, was first reduced to 97 with specialists? opinions after examining the relevant sources and studies, and the number of questions in the scale was determined as 97-21=76 as a result of the validation and reliability studies. Cronbach alfa of the whole scale was found as 0.98.According to the research findings, there was no significant statistical difference between the opinions of the primary education inspectors, school managers and teachers regarding the 5th class syllabus for Turkish lesson education. Primary education inspectors, school managers and teachers ?partly agree? with the gains, content, training-education process and evaluation elements of the Turkish syllabus. The answers given regarding the gains and content element of the syllabus differ according to the class sizes of the teachers. It was found that the teachers with a smaller class size have a more positive opinion on the gains and content element of the syllabus.Key Words: education programs, constructive approach, Turkish lesson program
