11 ABSTRACT In this study, it is attempted to determine the achievement level of the goals of "The Foundation of the Ottoman Empire" course of the 6. Class of the Primary School. For that purpose, first the programs and the goals of the Social Studies were examined. It is attempted to answer the questions like what the achievement level of the course of "The Foundation of the Ottoman Empire" by the Social Studies teachers and the 6. Class students are, what kind of problems come into view while realizing the goals and what the solutions are in sorting the problems out that effect the achievement level of the goals. Because social studies lesson studied in primary schools, has an importantrole for people joining in the public life, answering to the expectations of goverment and society and spending a healthy life. For this reason, two surveys being student success test and teacher survey are prepared. Due to the wide range of content of the course, only. Primary school 6th class social studies "Foundation of the Ottoman Empire" section objectives and actions will be analyzed.The outcomes of the questions are interpreted with the help of the SPSS software. Student success test are applied to totaly 440 students from 15 schools of Ankara, while teacher survays are applied to totaly 150 teachers again working in Ankara. It is understood from this study that the achievement level of the "The Foundation of the Ottoman Empire" course of the 6. Class Primary Schools is not at a desired level. Therefore, in the study it is advised that the goals of the class be rearranged and the teachers be updated with a new understanding and new approaches in accordance with the program developing principles.
