The evaluation of practicability of strategic planning in primary schools according to administors-teachers? views and monitoring reports

Planning can be considered as production management process and the production of needed goods and service in needed amount and quality at necessary time. Educational planning can be defined as the mechanism which arranges the objectives in certain choice priorities and distributes sources to these primary objectives. A good planning is needed for education to achieve the target success. planning to be made is related to the success of its practicability. To make plans having high practicability requires determining well the state of some points and knowing quite well where and how to act.Considering the importance of planning for education, setting a course for correct/effective planning is also very important. At this point, the need and importance of strategic planning for education stand out. Defining the goals, the routes to be followed to achieve those goals must be known through correct strategies. Strategic planning will be a route map to show where we are and what to do. Strategic planning includes all general research findings and objectives concerning relevant planning. The importance of strategic planning increases more at the point of education service where planning activities are important.In this study, the importance of strategic planning in education is focused on. With this aim, The universe of the research includes the primary schools in Elazığ and in the districts of Elazığ. The questionnaires have been handed out to 830 teachers and 354 administrators who were selected randomly among 3323 teachers and 104 administrators. 535 teachers and 102 administrators? scales being handed in were evaluated. Besides this, the 2011 monitoring reports of strategic planning of 11 primary schools belonging to the same sample have been analysed and the results are presented in tables.
