Abstract (EN)
The purpose of this research was to assess the primary education institutions from the viewpoint of the creative organizational culture to determine the efficient and inefficient attitudes of the administrators through the opinions of teachers and administrators and to submit suggestions. The population the research included the administrators, assistant administrator and teachers working in 34 primary education schools located in Central Province (downtown) in Erzincan Directorate of National Education during 2006-2007 Academic Year. The sub-population of the research covered 118 teachers and 72 administrators, totally 190 participants. As a data gathering instrument, the questionnaire with two parts was used. In the first part of the questionnaire, there was a personal information related to ?sex, seniority, level of education duty variables?. In the second part, there was a scale called ?Creative Organizational Cultural Attitudes of Administrators? with 24 items. These two parts were united and applied to 72 primary school administrators and 118 teachers working in the primary education school as indicated in the sub-population. The gathered data were analysed by ?SPSS 13.0 for Windows (statistical package for Social Sciences and statistical procedures; percent, fruquency, t-test, one-way variance analysis were used and the level of significance in all of the statistical procedures were accepted as p=.05. Acccording to the findings of the research, the following results were achieved: 1. By sex, primary school adminstrators who are 59 male and 6 female, theachers who are 65 male and 53 female. 2. The ratio of adminstrators receiving master education is lower than the teachers. 3. According to the ideas of the teachers and administrators, school administrators have organized panels, seminars, courses in abroad social activities such as in order to improve the team work and working adjustment. 4. While the administrators declared that they didn?t hire the sufficieent number of experts, the teachers declared that they didn?t hire any expert. 5. The teachers and administrators, of the research shared the idea that school adminstrators didn?t provide the fiscal support for the innovations and change, they motivated the successful personnel materialistic and moral incentives with appreciation, promotion, premium very rarely and there wasn?t sufficient participation of the staff in the modification of the long term programmes and plans. 6. Male and female participants found the school administrators to be successful at ?intermediate? level. The sex variable didn?t affect the perceptions of the participants 7. In the conclusion of the research it was found that there wasn?t a significant difference between the administrators and teachers with much more vocational seniority from creative administrative attitudes. 8. The participants with pre-license education have found the school administrators more successful than the participants with doctoral level of education. 9. Administrators have found themselves very successful, but the teachers have found this success at intermediate level from creative administrative points of view 10. The administrators have found themselves as ?generally successful? but the teachers haven?t found them ?successful enough? , related to social, moral and promotional incentives
