Determining the views related to instructional leadership roles of teachers in primary, secondary and high schools; the sample of Bursa

The purpose of this study is to determine on what level teachers fulfill their instructional leadership roles with the perspectives of teachers and administrators who have been working on primary, secondary and high schools. The study is a descriptive study on which survey model was used. The sample comprises of 394 participants who have been working as teachers and administrators in 72 government schools including 30 primary schools, 18 secondary schools and 23 high schools under the management of Bursa Provincial Directorate of National Education in 2020-2021 academic year. In the study Instructional Leadership Scale for Teachers that has been developed based on the sources reached after the field literature research and expert opinions; and accepted as suitable for the study. The scale used in the study consists of two parts. There are statements related to personal information about the participants in the first part, 59 statements that aim to measure the level of teachers' fulfillment their instructional leadership roles in the second part. It was assumed that the data collection tool applied for the study was completed by the participants sincerely and not encountered any technological problems. In the study the teachers instructional roles were examined as selecting and determining objectives, sharing the objectives, arranging the process of learning-teaching, applying-observing-leading teaching and measurement-evaluation-regulation and development. Descriptive statistics, Mann-Whitney U and Kruskall Wallis Tests were used in the analysis of the data. It was observed at the end of the study that teachers' and administrators' perception level on teachers' fulfillment of their instructional leadership roles was high. The teachers' and administrators' perception on teachers' fulfillment of their instructional leadership roles level was very high on applying and observing teaching, high on determining objectives, arranging learning and teaching processes and testing- evaluating- arranging and development parts, and medium on sharing the objectives part. The findings obtained from the analyses have been done seperately for three groups of participants including teachers, assistant directors and directors according to gender, level of education, level of teaching organization and branch present that the opinions on teachers' fulfillment of their instructional leadership roles differs most among teachers. It is remarkable according to findings obtained at the end of the study that the opinions related to teachers' fulfillment of their instructional leadership roles were on medium level on sharing objectives part in the analyses done both for all participants and the groups seperately. In addition, it has been determined as a result of the analyses have been done that primary school teachers who has professional experience less than 5 years have the most positive views on teachers' levels of their instructional leadership roles fulfillment.
