Özet (EN)
Administrative qualifications and communication skills are among the most discussed subjects in the theoretical areas independently. However, it is seen that the researches addressing the relationship between the opinions of teachers and administrators related to administrative qualifications and communication skills are not examined sufficiently. This research is a descriptive study conducted in relational survey model in order to fulfill the need in question. In the research performed, it has been examined whether the qualifications and communication skills of the primary school principals show differences according to the variables of gender, age, education level, seniority, the number of years they have served in their school, whether they have received in-service training related to administration, and the type of school they have worked, based on the perceptions of administrators and teachers. The universe of the research has consisted of a total of 206 school principals and 409 teachers, the 14 of whom work in private schools and 245 in public schools, selected randomly using proportional cluster method in the central districts of Seyhan, Yüreğir, Çukurova and Sarıçam of the province of Adana. It has been determined that the administrators considered themselves qualified with the article of "Observing the legal rights of employees" at the highest level and the article of "Following professional publications" at the lowest level in terms of their qualifications. Consistently, also the teachers think that the school administrators participate in scientific activities at a low level. It has been determined that the teachers consider that the school administrators are qualified with the article of "Compliance with Protocol and Etiquette" at the highest level and the article of "Making Monitoring Studies of Graduates" at the lowest level. The school administrators have also seen themselves less qualified in this regard and a result consistent with the teachers' perceptions has been obtained. The school principals have perceived themselves in a more qualified way than the expressions of the teachers in terms of communication skills. In addition, it has been determined that the administrators considered themselves qualified with the article of "Gender" at the highest level and the article of "Defense Behavior" at the lowest level. Again, it has been seen that the teachers perceived the administrators' communication skills with the articles of "Gender" and "Clothes and Outlook" at the highest level and the article of "Defense Behavior" at the lowest level. While no significant differences were determined according to gender and type of school of the demographic variables taken into consideration in accordance with the administrators' opinions related to their qualifications, significant differences were seen according to level of education, age, seniority, and in-service training. Again, while no significant differences were determined according to gender, level of education, type of school and in-service training of the demographic variables taken into consideration in accordance with the administrators' opinions related to their communication skills, significant differences were found according to age and seniority. When the demographic variables taken into consideration in accordance with the teachers' opinions related to the administrators' qualifications were examined, no significant differences were observed in the variables other than gender. And no significant differences were found in the variables other than gender and type of school regarding the teachers' opinions related to the administrators' communication skills. It has been understood that there is a significant difference in favor of the administrators in the "Human Communication-Effective Working" subscale of the perception related to the administrators' qualifications. According to the results, it can be said that the school administrators perceive themselves more qualified than the teachers in this subscale. A significant difference has been found between the administrators' perceptions related to their communication skills and the teachers' perceptions related to the administrators' communication skills in favor of the administrators. This case has shown that the administrators' perceptions related to their communication skills are higher than the teachers' perceptions related to the administrators' communication skills. Keywords: Communication, communication skill, qualification, administration, administrator.
