Abstract (EN)

Local governments are institutions that have been a part of our lives, especially after the 1800s, despite their different structural characteristics, all over the world. Today, local governments have begun to affect the macroeconomic structures of countries, in addition to only aiming to facilitate daily life. In terms of our country, our cities, where a large portion of the population lives, are called metropolitan municipalities. These metropolitan municipalities carry out their daily activities and also pioneer local development. The management of the huge budgets of metropolitan cities and the items they focus on now directly affect our country's economy. The purpose of this study is to investigate the structure of local governments in our country, their place in the country's economy, and the contributions of the Bank of Provinces to local governments with its structure specific to our country. The legal shares given to local governments from the central budget, the taxes and fees left to local governments are examined in detail, and the basic structure of the Bank of Provinces, which continues its work between the central administration and local governments, is examined. In the study, not only the local governments and the ordinary periods of the Bank of Provinces are examined, but also the disasters that occurred in our country and the work done by the Bank's technical staff in these disasters are examined in detail.
