Abstract (EN)

Zoning law, considered a sub-discipline of administrative law, embodies characteristics of both public and private law, while maintaining a dynamic and ever-evolving structure. This branch of law is shaped by a diverse set of legislative instruments, including statutes, decrees, and regulations, and is continually interpreted and enriched by judicial decisions. In Turkey, the 2014 legislative reform that increased the number of metropolitan municipalities to thirty resulted in a redefinition of local government powers. Additionally, the 2017 constitutional amendment, which brought significant changes to the central administrative structure, necessitated a renewed examination of the relationship between zoning law, local authorities, and the central government. In this thesis, academic literature on administrative and zoning law, along with relevant judicial rulings and legislative texts, have been analyzed to explore the interactions between central and local administrations within the framework of key zoning law concepts. The study aims to provide an original and scholarly contribution to the field of zoning law.
