Pursuant to Article 18 of Zoning Law Number 3194, municipalities in the municipal area or contiguous area or by offices of governors out of these borders are authorized to perform land and building plot regulation of joining building plots and lands, with or without buildings, found in the zoning borders with each other or with extra places left from roads and with places owned by public institutions or municipalities, without seeking consent of land and building lot owners or other right holders, re-sectioning of such into lots or parcels in accordance with the zoning plan, distribution of such to right owners based on separate, shared or divided co-ownership principles, and registration works sua sponte.Various problems arise when performing land and building plot regulation and most of the time these are brought before courts. In this study, general principle that should be followed during regulation and the methods to follow in resolving disputes by administrative justice authorities in the case that regulation is subject to administrative lawsuit, are explained.
