Abstract (EN)
Cost Control, which is an essential part of Cost Management and Performance Evaluation in construction projects, refers to the process of comparing the actual values in the construction phase with predetermined cost targets. Completing a project with the planned budget depends on the regular follow-up of progress throughout the work schedule, reporting, and the successful completion of the processes of continuous measurement of performance indicators and criteria. Planning Theory and Performance Monitoring and Tracking Systems are keys to success in cost control of a project. Earned Value Management is one of the useful techniques for solving the fundamental problems of performance monitoring, cost management and cost control. Today, Cost Management and Cost Control of construction projects are now performed by the help of computers, computer software and software packages. Primavera P6 is one of the most prominent of the alternative software in terms of construction management. This program is a very useful tool for indexing, assigning, and controlling costs with Earned Value Management. In this master's dissertation, using the Primavera P6 program, Earned Value Management has been applied to the construction of a shopping mall, which is built in Russian Federation between the years 2016 and 2018. Morever, the results of the application are listed and the findings are discussed. The study, in early chapters, is concerned with the concepts of cost and budget with the perspective of civil engineering disciplin and construction management. The study also explained the use of Earned Value Management in the construction projects and the basic functional properties of the Primavera P6 (v.16) program. Earned Value Management, in accordance with its theory, requires processes that define the actors and workflow schemes during the application. Therefore, it could be stated that the method of Earned Value Management could only be implemented in the context of a managerial model. This study suggests a Cost Control Model based on process management that enables Earned Value Management to be implemented in a corporate structure through the Primavera P6 program. In construction business and in international construction projects, although the use of the Primavera P6 program as a "Cost Control with Earned Value Management" tool is quite widespread, a comprehensive review of this topic with a real case study has not been found in the academy. Therefore, with this study, it is aimed to contribute to fulfill the research gap in literature.
