Abstract (EN)
The future public and private sector organizations show the changes which will be more different than the traditional bureaucratic structures and are expressed as the globalization, democratizing, localization, privatization, etc. The new management and organizational structuring needs the human resource which is participant in the management, innovative, creative, inquisitorial, has the self-confidence, is skillful and has the higher mental capacity, gets benefit from the developments in the information systems and technologies, always develops himself/herself, acts by observing the efficiency and productivity principles, is the type and qualification that conclude the activities in the exact place and time and in the aimed manner.The human resources, which have been accepted as the cost element, even considered equal to the machines that have been used in the organization and as the components of those machines in the past, have gained a scientific qualification upon occurrence of the personnel management concept and have been perceived as a strategic source through the efficiency of various developments during the time and have become the most important factor in order to achieve the objectives of the organization, to increase the productivity, to obtain the competition power. The experienced change and transformation have made the human factor as the focus point of the organization.The fact of change in the world and in our country makes the personnel management which is complying with the universal values, especially getting benefit from the human resources in the rational manner necessary. It becomes a need that human resources have the adequate qualifications, to use them productively and rationally by providing them in the exact time and place and in the sufficient number, and to execute those studies based on the scientific data. Achieving the success and determined objectives in the human resources management is realized by the plan and program that allow for employment of them by determining the qualification and quantification of the human resources, for charging them in the correct positions and for providing the training addressing to development of them, and the tools which will allow them to achieve those. This may be realized by the Norm Permanent Staff studies which have been executed in the developed countries and many countries where both the less developed and developing countries consider them as the models and based on the scientific criteria.
