Representation of minorities in the northern region of Iraq: The example of the Turkmen Front

This research focuses on the political representation of the diverse religious and ethnic communities in the northern region of Iraq. The Kurdistan Region of Iraq is home to a variety of communities, including Kurds, Arabs, Turkmens, Chaldeans, Syriacs, Yazidis, Kakais, Zoroastrians, and Armenians. With the establishment of the Kurdistan Regional Government in 1992, the region embarked on a democratic process, granting legal, political, and natural rights to communities, including the right to representation. As part of the democratic process, a quota system has been implemented in the parliament, allocating seats to each community proportionate to their population and political significance. In this context, five seats are allocated to the Turkmen community, five to the Christian community, and one to the Armenian community. The study examines the role of the Turkmen Front Party in representing the Turkmen community and investigates the community's status in the region and within the Kurdistan Regional Government. The Turkmen Front was established following the fall of the Baath regime to represent the Turkmen community and remains the primary party enabling Turkmen participation in the political process. The significance of this research lies in the strategic role of communities in two main aspects. First, these communities directly influence the stability of the region, acting as integral parts of its internal dynamics and political processes. Second, each community holds a distinctive position in international relations; for example, the Turkmen community maintains close ties with Turkey, while Chaldean and Syriac communities have relations with the Vatican. This dual role highlights the importance of communities not only in internal dynamics but also in external relations. The primary aim of the research is to examine the political representation of communities in general and the representative capacity of the Turkmen Front Party in particular in the Kurdistan Region of Iraq. The main hypothesis of the study is that while communities are represented in parliament and government through parties, a multi-party system may complicate this representation. The research was conducted using a descriptive analysis method based on a literature review. Within this framework, the data obtained were used to evaluate and analyze how the Turkmen community is politically represented through the party. The study concludes with recommendations regarding the representation of communities, aiming to contribute to the subject.
