Özet (EN)

Extortion is a type of crime that can only be committed by a public official, while a citizen expects equal, impartial, and merit-based service from the state with pure emotions, a public official can get the citizen's legal right, by putting him in a situation that he cannot easily get rid of, by being deceived of compulsion or fraudulent actions, eventually taking advantage of his error. Compared to a mutual agreement in the crime of bribery, actions against public property in the crime of embezzlement, this is undoubtedly one of the types of crimes that most severely damage the citizen's consciousness of being a nation and the sense of loyalty and trust in the state in the way it is committed, most shaking the public credibility. The fact that the citizen is exposed to the crime of extortion, which can be committed by physicians and assistant health personnel while trying to protect the most sacred right to life, indicates that this crime is also the heaviest in itself. For these reasons, based on the decisions of the Supreme Court and the Court of Appeal with the ideas of teaching, it was desirable to contribute to the understanding of the subject in practice by keeping the projector on the subject up to the capillaries.
