Abstract (EN)
This study examines and deals with the work of Said Halim Pasha, one of our late Ottoman intellectuals and statesmen, named "Teşkilat-ı Siyâsiye Risâlesi" in Islam, in terms of Islamic Administrative Law. In this work, which he wrote in the middle of the westernization discussions, the author expressed how it should be in the administrative field if westernization is necessary. He included some analysis, determination and comparisons on the subject, and put forward suggestions as a solution by referring to the differences between Eastern and Western civilizations. First of all, the concept of "Administrative Law" is explained in order to better understand the work discussed in our study. Afterwards, the title of "Administrative Law in the Historical Process" was included, and the history was processed with a dual distinction as modern law and Islamic Law. Afterwards, the concepts related to our subject and the sources of the subject are given. In the following sections, the life of Said Halim Pasha was mentioned under the headings of "his duties and importance as a personality, his world of ideas and the people he interacted with", and his thoughts on the subject were mainly discussed. Also, here is a brief introduction to the works of Said Halim Pasha. In the last part of our study, the work called "Teşkîlât-ı Siyâsiyye Risâlesi in Islam" has been evaluated in terms of Islamic Administrative Law.
