Abstract (EN)

By the increasing global competition and deficiency of resources, efficiency in resource utilization became important. The efficiency in resouce utilization is one of the main components of sustainable development. To strengthen regional competitiveness and to build up national sustainable development; public sector investmens should be implemented with the same level of efficiency for regions by removing inter-regional and inter-cities differences in terms of development. Generally, this wealth transfer has a characterestic to less developed regions supplying strengthened regional competitiveness. Hovewer, the utiliziation of resouces are utilized more for accomplishment than achieving the same level of regional efficiency. This critical preference will either lead to equity in terms of resource allocation or boost an overall sustainable economic growth via efficiency rise across the regions and the country. In this context, this study aims at analyzing the resource utilization efficiencies of the İstanbul boroughs in their added value production process on health, environment and education service areas by using Data Envelopment Analysis. In determining the relevant inputs and outputs of this process for each boroughs, both the public sector and the private sector resources are used. The computational results display the relative technical and scale efficiencies of the İstanbul boroughs, as well as the extent to which each input is utilized inefficiently for all the provinces.
