An assessment of the public resources used in the urban transformation activities under the Law no 6306 in Istanbul

Urban transformation has become the most needed tool for many cities today to achieve livable standards and secure construction. In the last 10 years, this need has been noticed by the legislative will and local administrations in serious manners and steps have been taken to meet this need. With the Law No. 6306, the latest legislation for urban transformation, comprehensive legal bases for urban transformation work and operations have been established and economic supports and sanctions for transformation activities have been put into effect. In this study, the legislation originating to urban transformation is examined on the basis of publishing dates and contributions to transformation activities were investigated in general. In addition, after the 1999 Gölcük and Düzce earthquakes, the studies prepared to reduce losses that may occur in the possible Marmara Earthquake and the earthquake sources that have become the anticipated threats to Istanbul City which has the largest population and which is the most important city in terms of the economic value added of our country are examined. Scenario earthquakes estimated for Istanbul are expected to result in structural losses and the economic losses due to damage have been tried to be determined with the closest reality by using Communique about Approximate Unit Costs for 2017 Annual Structure to be Used in the Account of Architecture and Engineering Services. Based on here, within the scope of the Law on the Transformation of Disasters under Disaster Relations No. 6306, the amount of risky buildings to be determined and calculated on the basis of the urban transformation activities based on structure and areas are determined in the Istanbul Province. The calculated values are compared with the estimated loss amounts in the reports prepared for possible earthquake scenarios and the conversion rate for Istanbul is determined. It is compared that the amount paid in the framework of Law No. 6306 and how much of the predicted losses was removed and benefit cost analyzes were conducted for this issue.
