Abstract (EN)
The global effects of urbanization, industrialization and intense population growth have caused a major environmental problem such as climate change. There are other reasons for the formation of this environmental problem and triggering climate change. The most important of these reasons are greenhouse gas emissions from fossil fuel consumption and changes in land use/cover. In order to combat the many negative consequences of climate change, some countries or cities have cooperated and signed protocols. Carbon Neutral City protocols, one of the most important of these protocols, have been put forward to reduce the carbon emission level of cities to zero. In this study, design and planning propose were developed by discussing the net primary production change that Istanbul, the largest city of our country, between 2000 and 2020, and the effects of this change on a neighborhood scale. As a result of this study, the net primary production amount of 662 neighborhoods decreased, while the net primary production amount increased in 289 neighborhoods, out of the net primary production values revealed over a total of 964 neighborhoods in the city of Istanbul between 2000 and 2020. In this direction, the 3 neighborhoods with the highest risk in terms of carbon content are (with decreasing net primary production); Piri Reis district of Esenyurt district experienced a net primary production loss of -99.51%, Finanskent district of Ümraniye district experienced a net primary production loss of -96.95%, and Çamlık district of Pendik district experienced a net primary production loss of -83.37%. Neighborhoods that remain risk-neutral and unchanged in their net primary production; Yenigün district of Bağcılar district has 0.0% net primary production, Kazım Karabekir district of Esenler district has 0.0% net primary production, and Bereketzade district of Beyoğlu district has 0.0% net primary production. Finally, the 3 neighborhoods with the least risk in terms of carbon content; The net primary production increase in Sazlıbosna district of Arnavutköy district was determined as 26.61%, the net primary production increase in Akpınar district of Eyüpsultan district was determined as 24.39% and the net primary production increase in the Ormanlı district of Çatalca district was determined as 23.23%,appropriate planning and design propose were developed for these districts.
