Abstract (EN)
Incentives can be defined as subsidies which are given by public in order to ensure rapid growth of certain economic and social activities. Investment incentives are one of the important economic policy factors of the governments. The purpose of incentives is to reduce the expense of capital expenditure and shift public resources to the sectors which are considered more beneficial for the development of country. Other purposes of the incentives are to reduce the development level difference between regions by attracting investment in less developed regions, increase employment and captivate foreign capital in the home country. Investment incentive certificates (IIC) are issued on behalf of investors, providing the opportunity to benefit from government supports. This certificate has been arranged by the government since 1968 in Turkey. Providing financial support to the investor is not a matter of this but investor can benefit from certain supports. The official authority who is responsible for IIC management is the Ministry of Industry and Technology, General Dırectorate of Incentive Implementation and Foreign Investment. In this study, the spatial distribution of domestic and foreign capital investments in Turkey will be analyzed and evaluated based on arranged IIC. Distribution in the agriculture and manufacturing (food-drink) sectors are evaluated based on the Nomenclature of Territorial Units for Statistics (NUTS) by using the IIC which is made between 2001 and 2018 for domestic and foreign investments. This study presents the spatial demonstration of domestic and foreign capitals concerning the benefit from incentives. Also suggestions have been developed for the less developed regions on how to proceed.
