An assessment of the consequences of the 2006 and 2009 decrees and employment stimulus packages in Şanlıurfa concerning government subsidies for investments through the context of improving employment

Şanlıurfa is not only one of the provinces in Turkey having a priority in development, but it is also one that benefits most from the intencive through the ?Decree No 2009/15199 concerning Government Subsidies for Investments?. Şanlıurfa holds the second rank amongst the provinces having developmental priority and it is considered that the administrative structure of Şanlıurfa is convenient in terms of the current study in order to gain dependable data. In this study, the consequences of the ?Act No. 5763 Amending the Labor Act and Other Acts?, ?Act No. 5838 Amending Various Acts? and the ?Decree No. 2006/10921 Concerning Government Subsidies for Investments? will be evaluated. Besides, the perception of employers will be identified via exploring and comparing the efficiencies of customs duty exemptions, value added tax exemptions and interest supports in respect to their utilization degrees and outcomes. Furthermore, results of a a questionnaire, which has been applied to find out the employers? expectations about the ?Decree No 2009/15199 Concerning Government Subsidies for Investments?, will be discussed, as well. In this context, the results obtained from this study are anticipated to be a strong basis for similar futuristic studies.
