Abstract (EN)
Understanding the Mukhtar Institution: To comprehensively examine the role, functions and problems encountered by mukhtars in local government. To analyze the historical development, current status and future potential of mukhtars. To evaluate the contributions of mukhtars to local democracy, social life and cultural fabric. To Determine Problems and Offer Solution Proposals: To identify the main problems encountered by mukhtars (authority, financial resources, use of technology, communication, etc.). To analyze the causes and consequences of these problems. To develop concrete and applicable solution proposals to increase the effectiveness of mukhtars and solve problems. To Strengthen and Restructure Mukhtars: To propose a model for reorganizing the areas of authority and responsibility of mukhtars. To develop strategies for increasing the financial resources of mukhtars and strengthening budget management. To offer suggestions for the development of the technological infrastructure of mukhtars and their integration into digitalization processes. To create a framework for supporting mukhtars with training and capacity building programs.
