To Determine Problems and Offer Solution Proposals: To identify the main problems encountered by mukhtars (authority, financial resources, use of technology, communication, etc.). To analyze the causes and consequences of these problems. To develop concrete and applicable solution proposals to increase the effectiveness of mukhtars and solve problems. To Strengthen and Restructure Mukhtars: To propose a model for reorganizing the areas of authority and responsibility of mukhtars.
