Abstract (EN)
The Constitution of Japan, which has been ratified at 1947 and still in effect, forbids the threat or use of force as a means of settling international disputes, and to this end commits to never possess land, sea and air forces. Japan is the only country who makes such a commitment through its constitution and restricts itself in an international order which the concept of military security has never lost its significance and states struggle to ensure their security at the expense of others. Yet, this doesn't mean that Japan has no coherent security policy. It would be impossible not to have a security policy while countries such as, Russia whom technically still at war, China and South Korea whom has territorial disputes and North Korea who insists on developing its nuclear and missile capacity and testing it at the vicinity of Japan's sea borderlines, is present in the near periphery. Indeed, Japan has been following an effective security policy not only based on the traditional security concept which focuses on military power, but also uses soft power instruments as well. In this study, the security issues which Japan has been dealing with and what kind of policies it has been using to do so, and the amount of changes at these policies had will be addressed.
