Abstract (EN)
The understanding of public management evolved in the nineteenth century, reflects itself on every countries political and administrative structure. The change in public management seen after the 1980?s has restructured itself on the lines of of the new public management understanding which has been accepted by many countries. The Japanese public management understanding on these lines reveals a structure where politics and administration has bonded on global standards.The aim of this thesis is to reveal the after war development of a country interacting with western countries and to analyze the administrative reforms on the basis of historical developments and public management.The thesis includes the historical development of Japanese public management, administrative reform studies between 1995 and 2006 and the present structure of the Japanese public management. There are some limitations in the thesis. First one is about the historical periods; second one is is about Japanese public management itself and the third one scope of administrative reformsThe reform practices after the Meiji Constitution, led to restructuring according to the periodical conditions with respect to after war plans and reports. Administrative reform practices includes subjects like decentralization, e-government, the acceptance of new public management practices and formation of new management styles for cities.The public management which comprises of central government and local government in Japan, has led to convergence of the state and people where the people have been encouraged to use their initiative in structural decisions leading to an understandable and fast public management system.
