John Stuart Mill's freedom of expression and political system discussion

John Stuart Mill reachad to a very different philosophical thought, influenced by developments in eighteenth and nineteenth centuries although he has risen within the framework of Fundamentals of classical liberal thought and utilitarian philosophy. Even though he tried to create a synthesis special to himself, nourishing from various ideologies, philosophic heritage of him seems quite contradictious and far from coherence. The work giving him permanent reputation was ?On Liberty?. He thinks that development and progression depend on liberty, individualism and diversity. With his strong faith in diversity and pluralism, he highlights value of freewill from the moral action aspect. While discussing freedom with its instrumental role in self-realization and principle of achieving the greatest happiness principle on utilitarian basis; on the other hand, he also deems it as a value on moral basis. He also determines limits of freedom according to Harm Principle which is also identified with him. Mill is deemed mainly as a representative of classical liberal tradition and negative freedom comprehension, but he shifted to positive freedom comprehension, giving moral responsibility to both individual and community. Mill typically seems as individualist but he turns into a kind of collectivist by being open to positive interventions of the government thus he is identified as the leader of social democracy comprehension and a social liberalist. Mill identifies himself as a radical democrat. However, he states that existing misunderstood democracy comprehension is based on the majority assertion and leads dominance of community on individual. Believing that there are qualitative differences between pleasures; Mill adopts plural voting based on education, declining formal political equality in his correct democracy comprehension thus he is deemed as a liberalist elitist.
