Abstract (EN)
As a result of the land registry and cadastral works of the units whose cadastre has been completed, linear cadastral maps have been produced on different bases and systems with different scales and precision. The fact that these maps lost their currency over time, and that they could not provide the harmony of the layout and ground with the desired precision, hindered the savings and planned works of the citizens and public institutions and organizations on the real estate. This situation has led to an increase in disputes, delays in investments and preoccupation with the courts for years. In this context, in order to keep the cadastral data up-to-date, it is of great importance that the parcels be provided with exact coordinates within the framework of the legislation and that the cadastral maps are transferred to the digital environment. The General Directorate of Land Registry and Cadastre has published the Implementation Circular on Cadastre Update Studies numbered 2018/13 (1792) in order to standardize the construction and controls of cadastral update works. With the last published circular, the renovation works in the cadastre have been expanded in terms of content and scope. Now, forest cadastre, cadastre of non-registered areas and renewal works can be done at the same time. In addition, change of breed, transfer, division of inheritance, correction of errors in identity and share information, etc. operations can also be performed together with update studies. While such studies are being carried out, it has been observed that the participation rate of citizens in the updating works of citizens is low, and the time given for the works with tenders is insufficient. It has been found more appropriate to carry out studies to increase the participation rate of the citizens in the updating studies, to extend the time given for the tendered works, to carry out updating studies instead of digitization studies in the cadastral units where there is a high inconsistency in the layout and ground while preparing the tender packages. In this study, the 2023 targets of TKGM, the changes brought by the last circular in the cadastral update studies, the methods of eliminating cadastral errors are explained. The procedures and problems encountered in the cadastral update studies carried out with the last circular published in Denizli between the years 2019-2021 are explained with sample applications. While cadastral update studies are being carried out, the problems and solution proposals encountered during the implementation are given by taking into account the requests and suggestions of the cadastral directorate, the land registry directorate, the regional directorate, the headman and experts, the contractor company and the citizen.
