Development of the quality improvement process scale: Analysis of the relationship between the entrepreneurial and innovative university indicator

Studies on the establishment and operation of the ISO 9001 Quality Management System for total quality management practices and service quality in universities operating in our country attracted attention in the literature reviews. In the literature review, especially in the field of quality in higher education, it has been seen that while there are many studies on total quality management, it is generally focused on practice, student awareness and satisfaction. With the motivation provided by the lack of research on the improvement process of the quality management system, the quality improvement process was examined in this research. In this context; It is aimed to develop a quality improvement process scale for perception measurement on the basis of the PDCA (Plan, Do, Check, Take Action) cycle and the Internal Evaluation Report of the Higher Education Quality Board. As a result of the tests, it was determined that the scale has the capacity to measure the quality improvement process effectively and reliably. It is assumed that the scale, which aims to measure the perception of the quality process in higher education institutions and all institutions with a quality management system, will contribute to the literature in this sense. While the perception of students is generally researched in the literature, the opinions of academic staff are evaluated with this research. Moreover; The relationship between the quality improvement process and the entrepreneurship index, which is one of the performance indicators of higher education institutions, was also examined. As a result of the research; No statistically significant relationship was found between the quality improvement process and university entrepreneurship. In addition, it has been observed that there is a significant difference in the perception of the quality improvement process of the academic staff who take administrative duties. In addition to the aforementioned distinctive features of the research, it is thought that it is important for our country in terms of supporting the quality studies increased by the Higher Education Council and especially by the Higher Education Quality Board in the last period, and it is also important in terms of guiding the evaluation of the outputs within this scope.
