Abstract (EN)
The aim of this study is to analyze the empirical relationship between development and inequality for suggesting policies that could accelerate the development by improving the distribution of income. Unlike previous studies, in this thesis the level of development is described by an alternative measure, Human Development Index, rather than growth rate of GDP. In addition, although many studies analyzed the development and income distribution phenomenon in Turkey, none of them proposed policy implications having motivated from the relation between these two.In the study the progress of income distribution and development performance of Turkey through out the years is evaluated as well as the examination of provincial Human Development Index values and the contribution of provinces to countrywide inequality. In the empirical analysis part the negative relation between income inequality and development indicators are exposed by using cross section analysis. Accordingly, a general equilibrium model is conducted to observe the outcomes of the policy scenarios that could reduce the income inequality. The income distribution improving impact of policy experiments such as imposing direct tax increases, imposing higher rates of tariff, decreasing the activity taxes on production and increasing the governments saving level is observed which indirectly results in acceleration of development.
