Management and design of campus access control systems: University example

The validity and adequacy of the existing systems are also questioned along with the developing information and communication technologies. Systems are expected to be more streamlined, faster and easier. It is inevitable to develop or modify systems that cannot respond to requests. The number of intensive students and staff of universities threatens entrances security of the campus and buildings. It is not desirable that people who do not have a relationship with the university are required to enter the university and benefit from the facilities of the university. The only way to ensure that a distinction is made by security personnel at university entrance is to make an identity check for each person. It is not possible to carry out this application. Such problems can be solved using Smart Card Systems. Smart cards are nowadays used in many campus automations such as access control, payment systems, inventory control, library and dormitory. It is recommended that controls should be done with smart card automation especially in order to prevent staff shortage in student intensive universities. Smart card systems are considered to be the reason for preferring with low cost and safety advantages as well as speed and minimum number of staff needs. While many universities benefit from the opportunities provided by the smart card systems, there are limited number of universities that establish their own system. In Dokuz Eylül University uses smart card systems. However, it is observed that the system used is weak in critical issues such as reporting and functionality. The system is considered to be underdeveloped due to the fact that the system has a lot of usage and management constraints and it is not open to development. It is seen that the methods and systems used should be renewed when it is taken into consideration from the Management Information Systems perspective. In this study, the smart card systems of Dokuz Eylül University were examined, advantages and deficiencies were determined. In the light of this information, access control system model has been designed and developed with the new modeling structure in accordance with Management Information Systems.
