Ombudsman concept and awareness: Erzincan example

A number of developments in public administration have made it oblige to change available institutions or to establish new ones. This expansion of management and in addition to the introduction of the concept of governance in recent years and the emergence of the concept of governance in recent years and the implementation of individual-oriented management led to the widespread re-establishment of an institution that established in the 19th century. The institution that is the point in the question is the ombudsman institution on which there is still some debate. The purpose of the Ombudsman Institution, which established in Turkey by Law No. 6328 and which has the characteristics of a non-judicial supervision mechanism and which continues its activities, is to establish an effective and independent complaint mechanism. The Institution is a mechanism that has the authority to analyse and inquire only complaints made by the citizen within the scope of its duty. The most important factor in the effective functioning of the Ombudsman Institution is to ensure awareness and reliability publicly. These two factors are of great importance for the institution to continue its establishment purpose successfully. This study, which aims to put forward its opinions about the Ombudsman Institution using large-scale survey of citizens in Erzincan in the Eastern Anatolia Region with the lowest rate of application, determines the awareness and reliability ratio. In the first part of the Ombudsman Institution and its Awareness: The example of Erzincan, which consists of three chapters, explains the definition, history, types, characteristics and functions of the ombudsman worldwide. In the second part, the establishment of the Ombudsman institution in Turkey, scientific reports submitted until today, recommendations of political parties, development plans, recommendations of civil society organizations, the law drafts and the process of formation until the final Ombudsman Law No. 6328 has been mentioned. And finally, in the third part, which is the main part of the study, it is aimed to determine the awareness rate by revealing the opinions about the Ombudsman Institution with a large-scale survey conducted in the city of Erzincan in the Eastern Anatolia Region which has the lowest application rate. In this study, quantitative research method was used and simple random sampling method was used to collect data by using questionnaire method with closed-ended questions. The reason for choosing the simple random sampling method is to want to observe an equal participation in the subject.
