The analysis of the local administrations' application to the Ombudsman Institution

The placement of human rights cultures, the provision of democracy consciousness, good governance practices are among the priorities of both individuals and institutions today. In this context, national human rights institutions or institutions such as the ombudsman are carrying out work, creating awareness, making changes in implementation or legislation, and making public awareness with the reports prepared about the structures. The ombudsman institution is; such as the establishment of a human rights culture, the provision of awareness of individual rights, the resolution of chronic problems in the light of individual complaints, and the implementation of international human rights conventions. With the establishment of the ombudsman institution in our country in 2012, we have examined applications made in the fields of human rights, good governance principles, law and justice, actions, actions, attitudes and behaviors of public institutions and organizations. By 2014, the actions, actions, attitudes and behaviors of local administrations are examined in the context of these criteria and attempts are being made to resolve disputes between the local government and the citizens. In the first part, the definition of the ombudsman and the country examples, in the second part the historical process and establishment phases of the public audit institution in our country and in the third part the supervisionvii of the local administrations, the place of the institution in this subject and the applications made in this context to the institution Analyzes are being made. During the preparation of the thesis, domestic and foreign resource survey, legislation review, a number of decisions given by the Ombudsman's Office based on the permits numbered E.9401 dated 03.08.2016, numbered E.3154 dated 11.07.2018, numbered E. 1217 dated 08.03.2019 and interview notes with Zekeriya ASLAN is ombudsman responsible for local administrations between 2012-2016.
