Effectiveness of the implementation of the ombudsman institution in Turkey

The ombudsman, which is a common control mechanism in the world, has been a subject that has been discussed in our country since the 1970s. Since the 1970s, with the desire of the implementation, the law on the Ombudsman Institution was enacted in 2006, but was cancelled by the Constitutional Court. The ombudsman institution were included in constitutional amendments made in 2010 by the referendum and the Ombudsman Institution was constituted as a constitutional institution after the referendum was passed by the referendum. In this context thesis entitled " Effectiveness of the Implementation of the Ombudsman Institution in Turkey " is composed of three parts, until today, with implementation from 2013 is assessed the effectiveness of the process. In the first part of the thesis, the concepts related to this study such as public administration, administration and the place and types of auditing in the management are dealed. In general, the historical development of ombudsman and its general features are discussed. In the second part, the structure of Turkish public administration in terms of the Ombudsman is dealed, The management system in the Republic of Turkey and its properties are assessed, structure of audit system and particularly the development process of Ombudsman Institution are discussed, The legal status of the ombudsman institution in Turkey, its purpose, scope, task area and application form, application time and application areas, who can apply, study forms, and decisions made as a result of research and characteristics of decisions, enforcement, administrative structure and working principles are included. In the third part, It is evaluated whether the effectiveness of the aim of the ombudsman Instutation that principles of good management are effective in ensuring that the principles taken as basis in the whole state administration.
