Abstract (EN)
In this thesis, after the conceptual analysis of the definition and scope of the concept of public security, the formation process of public security policies is discussed, then the general definition and historical process of psychological warfare are mentioned and the definitions in the relevant literature are included. Evaluations were made in the context of the thesis by mentioning the threats and dangers of psychological warfare against public safety, as well as examining which factors stand out for the implementation phase by giving the explanation and features of the practices included in the activities of psychological warfare. The measures that can be taken against the psychological war threats determined as the aim of the thesis, taking into account the differences of societies and public authorities, are mentioned. The threat perceptions of public authorities, especially security strategy documents and legal regulations, were examined in the context of the thesis, and it was tried to evaluate what kind of measures were applied and policies were determined for the protection of public security for psychological warfare.
