Abstract (EN)

This study mainly examines the organizational structure of the Turkish National Police which is the primary service provider of public safety cross the country, the basic police education system, the in-service education system, and the education institutions of the organization. The study also examines the structure of the US law enforcement agencies and compare it with Turkish National Police by revealing the differences between two countries in terms of organizational structures and educational implementations. The study proposes to contribute to the development of democratic policing with the exercise of citizen-oriented and community-based policing principles through the pre-occupation education and in-service training processes of police officers. Moreover, the study plays important role in terms of defining contemporary problems of the organization and suggesting some solutions to those problems for the decision making authorities of Turkish National Police and these issues were discussed in the conclusion parts of the second and the third chapters.
