The aim of this thesis study is to display conceptually the relationship and interaction between the matter of motivation and the administrator. Another aim is to define the state of such relationship-the extent to which the public administrators motivate their employees sufficiently- in Turkish public sector within the framework of the principles, rules and legislation that public sector dominates. Those will be done through not only using theory but also applying it to a field study. By this means, the relationship between the results that come out of this study and the elements dominating/prevailing Turkish bureaucratic culture is tried to be found out.Researching, scanning and public surveys are used as a method in this study. Both local and foreign literature and expert views are employed -as much as one could be- in the making of the theoretical framework of this study. On the other hand, the put-forth conceptual framework become integrated with the survey that defines the situation under application through the usage of the induction method. Turkish public sector organizations are used as unit of analysis in general and T.R. Ministry of Transportation in specific.At the end of the data that are compiled from the literature and the field research, it has come out/emerged that Turkish public administrators do not sufficiently motivate their employees. Essentially, the public administrators have positive attitudes towards maintaining motivation in fact, they do not turn these attitudes into behavior and therefore reflect those positive attitudes. The reason is the adoption mostly of the traditional leadership style by the administrators and their display of their behaviors in light of the leadership values that prevails in the Turkish bureaucratic culture. As a result, the employment of the in-service programs through the usage of the transformational leadership style among the modern leadership styles is recommended for the maintenance of motivation in order to turn the said administrators' positive attitudes into behavior.
