Abstract (EN)
The aim of the research is to emphasize the importance of measuring institutional performance in public enterprises in Turkey and to research the applicability of balanced scorecard method, considered in the literature as the most popular performance measuring system, in civil registries.In the research, management theories that enable performance measuring were assessed in terms of classical and postmodern theories, and measuring institutional performance in public enterprises and balanced scorecard were analyzed cognitively in details. Institutional performance was measured in the District Civil Registry Directorates of Kütahya Province using balanced scorecard Technique. Weighting of dimensions and indicators of balanced scorecard was done and software was developed to evaluate the data. The results were analyzed with TOPSIS method, one of the multi-criteria decision making techniques. As a result, performance score of every district was obtained and civil registries were ranked according to their scores. Finally, suggestions were made in order to guide future studies on public enterprises and civil registries in Turkey.Keywords: Public Administration, Measuring Institutional Performance, Balanced Scorecard, Civil Registry, TOPSIS.
