The village guardship in terms of the public personel regime

Each person carrying out public service is accepted as public official in a broad sense. Village guard is a person who has the lowest rights among the public officials in terms of personal rights. The aim of this study is to evaluate village guards in terms of public personal regime.In the first part of the study, concept of public personnel regime, public service of public administration, police duties and public officials in Turkey were analyzed. In the second part, the system of village guardship was analyzed in historical perspective. Here, ?Hamidiye Alayları? was firstly analyzed. Secondly, rural area wardership that was applied in 1914 and village guardship that emerged in 1924 by the Village Law were analyzed. In this part, the balances changing village guardship in time, the rights and status of village guards and the results of system of village guardship were analyzed and they were compared with each other historically. In the third part, temporary village guards were analyzed in the framework of public official concept according to 1982 Law. Apart from that, the ideas of temporary village guards were evaluated as a result the interviews with them.Finally, this study observes temporary village guardship in terms of its reasons and results and analyzes it in the context of personnel regime.Keywords: Temporary Village Guardship, Personnel Regime, Public Official.
