Abstract (EN)

Public policies are lines of deeds which are produced by the government in order to meet the citizens' needs by using the public sources efficiently and effectively. With this regard, the decisions taken are intertwined with policies. Sound and policies which meet public expectations should be well defined and executed. This is also significant and related with proficiencies of the actors in the policy process and the well management of the policy process. Neverthless, public policy system and policy making process consist of the basic phases like; political needs, political decisions, political results, policy analysis, policy impact and evaluation. In public policy concept personal problems aren't the main subjects instead, public issues are in the core and are tried to be dealt due to the fact that these problems relate to whole public as having the feature of being public related and need to handled accordingly and elaborately. It's not always easy to define, address and solve the public related problems. Public Policy Making Process (PPMP-KPOS) emerging from a problem and proceeding to policy analysis is the production of policies and examination of policy processes. In this process, the current status would be identified, the problem would be defined, the aims and values need to be declared, strategies would be designated, these strategies would be executed and the results would be evaluated by taking some measures. Between the stages of the process analysis would be related with short term, middle term and long term public problems so, the policy making authorities' the width of deeds and complicaties would also be analysed. Public policy, which has gained importance in public administration field not only in the world but in Turkey in recent years as well. In this context, "policy making process" an important phase of public policy making is examined in this study. Public Policy Analysis (PPA-KPA) is developing progressively for the purpose of allowing to utilize the resources more smartly and effectively. In order to evaluate which policy affected at what degree and at what effect measurement need to be assessed by examining the given data only producing some sound policies, policy analysis and policy evaluation. The principle thing to do is to evaluate the PPA results and use them to produce better future policies to avoid possible resembling problems. The research data was obtained through face to face interviews, via electronic mail means and telephone conversations based upon semi structured interview questions. The research group consists of administrative and decision taking responsibility bearing professional people working in the different management stages in some state owned enterprises' (SOE) head quarters as governmental organizations mainly located in Ankara, İstanbul, and Sivas. Semi-structured interview questions were used in order to get the necessary data. For the evaluation of the answers from the interviews, organisational e-mails and telephone conversations, content analysis method was used.In addition, the results were analysed and presented descriptively. During the analysis process initially examined the interview records, taken notes, scripts from emails, mails and telephone conversations. For facilitating to examine the data, interviewers and public organizations were given descriptive codes. The research findings were analysed based on interview questions and replies gotten from the participants. Besides, commonly used and repeated terms and themes in the replies the key terms were obtained. Those terms were grouped and tabled in accordance with their repeatition frequency and the most used ones with the help of a computer based analysis software (QSR NVivo 11). Commonly used terms and statements were transcripted by the researcher and keyed in the NVivo program respectively. After the analysis of the data, it has been observed that policy processes of SOEs and state organizations remained mainly top-to-down structure, shaped and influenced mostly by upper political actors and outside factors. The focal point of public policy hasn't been adequately immerged in the public context. The problems of SOEs generally consist of lack of evidence-based policy process, effects of external factors, rapid economical and political shifts, globalization, privatization, unforeseen changes in the management and technical staff. It has been seen that the success of policy and its implementation depends on reinforcing factors of organizations' culture and all internal and external stakeholders support, motivation of the staff, capability, implementation scientific models and applicability and leadership. These are essential for assuring participation, collaboration, partnership, understanding and learning that are put into policy processes. The integration of upper mentioned factors into flowing public policy development of SOEs requires a fundamental shift of focus about the role of related society, stakeholders, the adaptive capability of staff and management. It has been analysed that notions of public policy in relationships depend heavily on central government and central actors. Finally, for future researches discussions over the normative implications of prospective studies and findings for public policy practice and more future research are needed. Focus on the political dimensions of further reforms can be enacted, more support, some changes to the way in which we think about development public policy.
