Budget allocation on public universities: An alternative proposal for Turkey

Abstract (EN)

In our country, where the average 55 percent of university budgets are financed with public resources. These resources are not based on a formula for the distribution among universties.In order to overcome improper resource allocation, application models were examined in various countries. Italian Model, has been applied for more than 40 years, selected and applied to 22 Turkish universities and the results are evaluated. When the formulation, located in the Italian Model applied to the 2010 budget figures of selected universities, an increase was determined in the current budget figures of 7 universites and a decrease was determined in the current budget figures of 14 universities. Total deviation rate is 29 percent. As a result, Italian Model suggested to ministires and University Education Council for the allocation of resources from general Budget to university budget.
