Abstract (EN)
Today, globalization and changing world rules require public administration systems' adaptation to new regulations. All the practices made in Turkey and the world aimed to get progress toward these regulations.In the beginning of the 21 st century, old fashioned, traditional public administration was abandoned. Instead, flexible, transparent and more participant public administration concept was accepted. Also another main concept is to strengthen the citizens' trust to state. For this purpose acceptance of ethical principal by the employees and also administration system is necessary. The concept of good administration system also requires to avoid from unethical activities.Under two main topics which are ethic and good governance concepts are subjected in this thesis. Last legal regulations and new legislation in Turkey are analyzed and Ethic Committee of Public Employees' activities are mentione in this study.
