Local autonomy discussions in Turkey centralized and desantralized within the framework of the idea on the public administration

Starting in the second half of the 20th century, the adaptation process of social and political orientations to the historical context has been accelerated. Even if the incubation period of the pluralistic democratic regimes goes back to the earlier dates, the experience of two world wars serves as a pretext to give an opportunity to democracy. Tough centralist orientations leave their places to the search of more participatory and socially accepted ones. In this circumstance, governmental systems of states have been approached in two dimensions, namely single-centered and multi-centered, and relations between centre and locality peculiar to Unitary and Federative systems have been examined. Besides, autonomy and regional governmental models emerge in Unitary structure have been dealt for the solutions that they bring for different problems in administrative structure through the cases of Spain and France. The example of Turkey inherited from the Ottoman Empire's a painful legacy to the present day and centralization trend starting with the Tanzimat after the proclamation of the Republic continued at a growing dosage that is conntected to the fiction. In this context, the proposals are given to the unitary power structure which has became chronic singular and the autonomy and regionalism formulations sticked to unitary structure and based on new management models of federation.
