Abstract (EN)
Since the emergence of the concept of management, citizens ' expectations of good and fair management have increased with each passing day, and the development and change in management systems has caused these demands and expectations to become important. In the process of serving the demands and expectations of the citizens, when the managers began to experience deficiencies and setbacks, increases occurred in the questioning of the understanding of management and in the expectations of the Citizens for solutions. In order to solve the problems experienced between citizens and public administrations, various ways of supervising public administrations have been applied. One of these audit activities is the Ombudsman audit. The first application started in Sweden in 1809 in the world countries in the modern sense, since then it has been widely applied in more than 150 countries around the World. The study was carried out in order to examine the Ombudsman institution which was established in order to monitor the compliance of the procedures and actions of administrative institutions with human rights in the Turkish administrative system with the constitutional amendment made as a result of the popular vote in 2010. In the preparation of the study, documentary screening method was used and the source articles and books related to the subject were screened. The publications and reports of the institution were also examined. The data obtained were tried to be presented in a systematic manner. The Ombudsman institution in Turkey is the result of research, the WAC of the investigation, punishment and do not have the power to sanction, decisions are not binding, in spite of this, the recommendation to Parliament of the annual report to be shared with the public support has created significant pressure on the implementation of it has been seen that. In Turkey, it has been determined that Ombudsman institution has started to mature by starting to address its functional deficiencies in the first years of operation and that the compliance rate with the recommendation decisions of the institution has increased by 75% in 2019, in addition to increasing the trust and demands of the institution every day. At this point, it is seen that the most important element is that citizens start to be aware of the existence of the institution and that applications to the institution can be made easily and free of charge. Citizens can avoid the difficulties and costs experienced in the judicial process by applying the problems they have with the public administrations to the Ombudsman institution. In addition, the requirement of the Ombudsman institution to conclude a related complaint within six months frees citizens from years of judicial process.
