In this study; a 3 stage model, which uses Multi Criteria Evaluation and Geographical Information Systems (IDRISI software) together in highway alignment determination process, is recommended. At the first stage of the model; the restricted areas (due to legal, engineering or any other aspect) are eliminated. Second stage is the design stage, where alternative alignments with different viewpoints are generated. Third stage is the selection stage, where alignment alternatives generated in second stage are compared and best one is selected.The proposed model is tested in the study area of Tokat Bypass. It is seen that, resulting alignment is applicable and many criteria could be taken into consideration in the process. Furthermore, it is seen that proposed model can generate different alignment alternatives with different viewpoints. Lastly, it is concluded that use of IDRISI in the process provides great convenience.
